Phil is the owner of Phil's Ammu-Nation, who stars in a TV commercial inside GTA 6's second trailer, around the 2:09 mark. He fires a light machine gun at the camera, and the ad's slogan jokes that he has more guns than the law allows. That's the whole of what Rockstar has shown. Fans have been asking ever since whether he's Phil Cassidy, the one-armed arms dealer from GTA 3 and Vice City. Rockstar hasn't said. GTA 6 launches November 19, 2026.

Is he Phil Cassidy?
Possibly, and it's easy to see why people think so. Phil Cassidy first appeared in GTA 3 in 2001, came back in Vice City in 2002 as an arms dealer and army-surplus nut, and lost an arm to one of his own homemade explosives during that game. He shows up again in Vice City Stories. A gun-selling Phil advertising in Vice City is an obvious nod.
The case against: Rockstar has never used his last name, and GTA 6 is set decades after Vice City, so a returning Phil would be a much older man. Outlets like Screen Rant have treated it as an open question, and so do we.
What we'd expect
Ammu-Nation is back as the main place to buy guns, and the new weapon carry limit adds Ammu-Nation lockers for storing guns you can't carry. Whether Phil runs every Ammu-Nation or just one branch, and whether you ever meet him outside the commercial, hasn't been shown. He wasn't in the Extended Look.
